Low-income discounts
The City of Bellevue has two utilities discount/rebate programs to help low-income seniors and low-income citizens with disabilities. Check below to see if you qualify for one or both programs. For more information, please call 425-452-5285. New applications will be available the end of January.
Utilities Reduction/Rebate Program
Seniors and disabled homeowners living in Bellevue and paying water, wastewater and drainage bills to the city can receive up to 75 percent off their utility bills if their income is below a specified amount. Senior and disabled renters who do not actually pay a utility bill, but pay through their rent, can also receive a rebate. If you qualify for this program, you automatically receive the tax rebate outlined below. Who qualifies?
- Senior citizens (over age 62) living in the service area of Bellevue Utilities.
- Citizens of any age receiving permanent disability payments and living in the service area of Bellevue Utilities.
- Households in either category above who meet income guidelines (total income in 2008 for a single person of $28,231 or less or $32,271 or less for married/co-tenant). A household of four can make up to $40,352 and still be eligible.
- Apply Feb. 1 through Nov. 30 of the current year for the previous year.

Utilities Tax Relief Program
The City of Bellevue’s Tax Relief Program offers a year-end rebate of the local taxes you pay on private utilities (gas, electric, telephone, garbage) and Bellevue’s utilities (water, wastewater and drainage). This program is for ALL low-income citizens. Who qualifies?
- Any household in Bellevue city limits meeting income guidelines (total income in 2008 for a single person of $28,231 or less or $32,271 or less for married/co-tenant).
- Apply October 1 through November 27 for an end-of-year tax rebate.
